In a new , the LTO has instructed all law enforcement agencies to tighten their reins with regards to enforcing chapters 2 and 3 of RA 4136 and Chapters 3 and 4 of the Joint Administrative Order No. 2014-01.
The issuance is a follow up to their 'vague' memo issued last January on a drive against LED lights and sirens.
For most of us who are not inclined towards law and scripture, this translates to the Land Transportation and Traffic Rules, more specifically pertaining to the Registration and Operation of Motor Vehicles.
The aforementioned chapters cover all the provisions related to vehicle roadworthiness. These include items such as proper registration and plate numbers, defective instruments such as horns and signal lights, as well as the apprehension of illegal modifications that may implicate road safety. For trucks and buses, these also pertain to their passenger and loading capacities as well as their dimensions.
While the memo itself is pretty brief, the LTO instructs all agencies to make their enforcers aware of all the guidelines in the concerned articles. Hopefully this memo doesn’t make the law open to interpretation for enforcers to make their own set of rules.
